Need some help regarding PayPal.. newbie here

Hi,

I just signed on with paypal today. I will be making a deal with someone over the internet i corresponded with through ebay. We won't be going through ebay though, just directly.

How does it work, should i send them payment first, or wait until goods have been received or what? what is the standard net procedure when doing business with small retailers? i don't know if he even has a store, but i think he is a ebay seller. His ratings are favorable on ebay though, he has sold a lot and had few negatives, mostly positives.

will i be charged anything from paypal by sending money? i don't think i read anything about that it said free for consumers, but want to make sure there are no 'hidden' charges or anything..

That's between you and the seller, my guess would be you send payment first.

Probably the same or similar caveat as dealing with an ebay seller, buyer beware.
