I am trying to get my P4C 3.0Ghz upto 3.2Ghz....So far I have been able to get it up to 3.1 without a voltage adjustment....But I need some help gettting it up higher, I dont know what my stock voltage is so I dont know where to start any help would be nice.

Im also tying to Lock the RAM so it dosnt get OC but if that isnt possible I might need to up the voltage on that too.

Right now the Temp of the CPU is 29/31C Idle, and 38/40C Under Heavy Load 100% Processing Power used for about 45 min.

My system specs are:
CPU: P4 3.0C
HS/F: Thermalright SP-94 heatpipe with 92mm Fan
MoBo: ASUS P4P800 Deluxe
RAM: 1GB Giel DDR PC3200
Video: Geforce 4 Ti 4200

Most likely the memory is holding you back. Try using less aggressive memory timings and you should be able to get some higher frequencies out of it.

Stock voltage on 3.0c is 1.55v

Set your memory to 333mhz for a 5:4 divider on the p4p800

I just got a 30 cap 3.0c (sl6wk, Malay, pack date 3/8/04) currently burning it in at 225 FSB (3375 mhz) at 1.6v. Will bring it higher when I get my corsair xlpro for father's day! =)

Good luck on your overclock!

EDIT: Here is a guide to p4p800 memory dividers.
