Need some help converting from 704x528 to 720x480

Alright here's the deal, I have some PAL files in 704x528 resolution, which equals a 1:33 ratio. However when I burn them to a disk, the software I'm using (Nero Video) is simply cropping out the bottom 50ish pixels. My idea was to convert the files from 704x528 to 640x480, to maintain a 1:33 ratio. Then, convert from 640x480 to 720x480 by simply adding some black padding on the left and right sides. Anyone know the easiest way to do this? I've tried several softwares (DVD Flick, TMPGEnc, Wondershare Video converter) so far and have not had any luck. Without the black padding, the burning software tries to compensate on it's own and ends up cropping out a lot of the sides.

And yes, the TV I'm viewing these on is an old tube TV, so it is stuck in a 4:3 ratio and when I watch a burned disk on there, it almost appears to be cropping off the left and right, which doesn't make sense because the horizontal resolution isn't even 720 pixels to start with......
 
it has been over year i noticed this has went unanswered but if you still need help i would use a program called vdub or virtualdub
