Need some help buying a MAC

I am in the market for an old MAC laptop.

Going to see one tomorrow advertised locally.
The guy who is selling it knows nothing about the processor speed or RAM installed.
All he knows is its a Powerbook 3400c.

Now, I don't know much about MACs....how can I find out from it these two things?
I assume MACs must have utils similar to Windows System Manager? Where do I find that?

OS 9:
It should be either one of the control applets or an "about" option under the apple menu.

OS X:
Either in the system prefrences menu or under the apple menu. Ill try and grab my laptop to check.
