Need some free image software with OLE support

Here's the deal: I've got some software on our communications server that can convert anything sent to it in an email attachment to a fax, provided the comm server has OLE support for that format. I've gotten Word/etc. taken care of, but now I need some extra image format support, specifically TIFF, BMP, PNG and ideally PDF. Adobe Reader doesn't support OLE, before you suggest it. I'm getting nothing on google... nothing that works anyway. Anybody have any ideas?
