Need some advice on a new desktop

It's been years since I upgraded my current computer.
At this point, I am not even sure what's in it anymore.
An Athlon 64 X2 4400, 2Gigs memory, a parallel 250Gig HD, and some cheap graphicscard.
I don't game with it, nor do I plan to with any new machine.

This is used strictly for web-browsing, music, watching movies (I am covered on good monitors), doing engineering calcs, some programming, and office type work.

Should I upgrade or just buy a new machine? I've been pricing some complete desktops at Newegg and it seems I can get significantly better machines than what I have for $300-$400. I really don't want to spend more than that.
I run XP now but am open to Seven.
Any advice would be appreciated.

Try going to Dell and signing up for internet advertising. Dell has specials almost every week. Cyber Monday was a good day for deals if you missed it. However, every week they have something different that is on sale or being advertised.
