Need some advice. Might be buying a used laptop. Will this run 1080p?

Windows 7
4GB DDR3 memory
HD 8330 Graphics

The MOST IMPORTANT question I need to know is will this be enough to output .mkv videos to a 1080p TV via HDMI?

Yes, it should be more than adequate. If the CPU usage is too high during video playback, you can use the GPU instead via DXVA.

If it's a Satellite... probably not

Does it list it's video as high or higher than 1080?

Doesn't matter. I have, well had - gave it to my dad, a Toshiba Satellite with a 1366x768 display and it had no problems putting a 1080p signal out the HDMI connector.
 
As long as the horizontal lines in native resolution are 1080 or greater, it should not be a problem. Raduque's Toshiba is obvious - 1366 is greater than 1080.
