Need server rig suggestions

I plan on starting an Internet Cafe and plan on starting with 10 work stations and eventually up to 20.
And of course I will need a server to handle my needs.
I would like to use AMD CPUs' and need some suggestions on rig specs that I should possibly use.
Single or Dual CPU? How much mem? etc. etc.
I plan on using Windows Server 2003. I would like it dependable as possible.

What do you recommend for OS then?
Windows 2000 Server

Just to make sure, I'm looking for suggestions for the server, not the work stations.
