Ok just the other day I found the subseven trojan attached to my mirc32.exe file. When I rebooted windows gave me the error
Windows Protection Error please restart

So I started in safe mode and look in device manager and under system devices I had 4 PCI Steering Bridge or something. I deleted the extra 3 and rebooted. Windows starts up in normal mode and PNP installs all 3 over again. So I decide to just format and start over. I go to a friends house that has been virus scanned and make a start up disk. Bring it home format and reinstall win98 now under System Devices I don't have a PCI Steering Bridge or whatever. I know I'm suppose to have one but its not there. I can't manually add it. I'm not sure if the trojan has anything to do with it, it wasn't a virus and I started with a clean boot disk. Needless to say without that under system devices nothing is working right I can't add any PCI devices I'm getting blue screens I'm surprised I got my modem installed(good thing its ISA). I am soo totally lost now and don't know what to do. If anyone has any idea please help me.

After you have done what rempe said you should do a few things. If youare using one of the newer Asus motherboards such as the CUSL2, you should install the Asus INF drivers that come with the board. If you do not, use whatever disk came with your motherboard (if you bought this system component by component). If you bought an entire system, open up your case and figure out which type of motherboard you have, go to the manufacturer's website and see if they offer any technical assistance pages/drivers etc. This generally fixes PCI steering problems because windows cannot recognize certain ones.
