I have been researching the same thing.
(I'm also looking for low db high cfm 40mm)

Panaflo L1A is liked by many.
(ie Panaflo FBA08A12L1A)
1900rpm 24cfm 21db

NMB (s/b NMB Tech DC3110KL-04W-B10-P00)
2150rpm 24.7cfm 22db
$7.99 at xoxide.com

Papst 8412N/2GML is well liked
2050 rpm 26.5 cfm 19db

Papst 8412N/2GL is liked by those who really like it quiet
1500rpm 19.4cfm 12db

Noiseblocker UltraSilentFan S2
2000rpm 29.4cfm 19db
I'm looking for it and can't find it!

Hope you are in US.
Don't forget 3 pin to 4 pin adapters, or bare wire to 4 pin adapter !
And cut out the stamped fan grill and get a wire fan grill.... better thoughput.

www.newegg.com and www.xoxide.com are by far the best places to buy just about everything. From my experience, when dealing with 80mm fans, it's best to go for the highest CFM you can find, considering how little noise they make and how inexpensive they are. I believe Xoxide has some that monitor RPM, though such a feature warrants a raise in price by a few dollars.

Yup, just get Deltas or Vantec Tornados. They are real quiet.

Thats fine if your case is under your desk but one of mine sits on it (Shuttle SN41G2).
So CFM has to be weighted against DB.
Given the following, I go for the 20 DB:

0 The softest sound a person can hear with normal hearing
10 normal breathing
20 whispering at 5 feet
30 soft whisper
50 rainfall
60 normal conversation
110 shouting in ear
120 thunder

On the decibel scale, the smallest audible sound (near total silence) is 0 dB.
A sound 10 times more powerful is 10 dB.
A sound 100 times more powerful than near total silence is 20 dB.
A sound 1,000 times more powerful than near total silence is 30 dB.

Add a fan, increase the decibels... don't forget 30 db is ten times as loud as 20.

But the decibals don't just add together. 2 30 db fans are 31 dbs, 3 30 db fans are 32, ect

Well, I've got my case up on my desk as well, and I'm running 6 80mm fans, plus two in my power supply, and my Thermaltake Volcano 7+ is on full speed and I'm not bothered by the noise even when I have my headset off. I personally don't see what the big deal is about loud fans.

I have a friend who has 3 vantec tornados in his rig. That noise in my computer would drive me absolutely insane. Some people can put up with more than others I suppose :p
