I recently won a new 32" tv from my credit union... this one:

problem is the sound quality isn't so good. I need something that will sound decent but not break my budget, probably between $100-150 max, preferably more toward the 100 side.

I live in a small apartment so there's not much room. What would be my best option within that price range?

How long until electroju recommends some $600 pair of speakers and an equally expensive amp?

I'd look on craigslist for an old 2 channel setup in that price range, or a home theater in a box from some department store if you don't want to hassle with used gear and private sellers. Really I don't think there's much difference in sound quality at that price.

I'm not sure if the Insignia NS-B2111 from Best Buy is still the same as it was a few years but it was supposed to be a decent set of budget speakers, perhaps you could find a receiver at a pawn shop or thrift store to power them to stay close to $100. Or you could use an inexpensive Tripath amp like this one:
http://cgi.ebay.com/Tripath-TA2020-...1720901?pt=Car_Amplifiers&hash=item4153f94b45
Note that an AC adapter is not included in the auction. I've read reviews from a few people who have bought similar amps and they say they are adequate some claim they're better than amps costing much more.

The Behringer truth B1031A is reportedly the best bang for the buck but is a little beyond your budget, each speaker has an amp built in so you don't have to worry about buying a receiver, but you can't hook up more than one source and you'd have to adjust the volume on each speaker individually unless you spend more money on a preamp. I've never heard these speakers so I can't give a personal endorsement, but I've read that they live up to the hype.

after looking around a bit it seemed to me like a soundbar system would work best for me. It will fit perfectly and not take up much space, plus I know nothing about sound systems anyway, don't even know what an amp is really, and the soundbar's are easy setup supposedly. Do those generally have decent sound? Keep in mind I'm not looking for something amazing, just.. better than TV speakers really.

I found a few pretty much within my price range, anyone used these or know if they'd sound decent or not?

They'll be better than your TV, but not as good as two decent bookshelves (like the Insignias mentioned in the first response) and a $50 stereo receiver from Craigslist.
