need recommendation for good art school

hi all,
i'm posting this for my brother.
right now he's studying new media (computer arts) at academy of art in san francisco
he's thinking of transferring to a better art school (since we found out that the credits obtained at AAC is not transferable or used for further studying)

so far there are two places we're thinking of: UCLA and Art Institute in Chicago

so... the questions would be:
1. is either or both good school for (computer/digital) art student? which one is better?
2. is there any other good school (which is also not wallet killer since we're international students) you can recommend?
3. is there a website we can go to, to research different schools, ratings, reviews, and credibility?

location is not much of a problem, so any recommendations for good art school is appreciated

UT Austin has a good art program. I'm trying to transfer to predesign here. Why not design? Because they only admit 8 students each year to design from predesign. 🙁

I know the Art Insitute in Chicago is highly regarded. And I've only heard good things from my friends back home about MICA (Maryland Insitute College of Art).

CCS in Downtown Detroit. Center for Creative Studies is an amazing school. I would love to go there, but i am not that good. He should seriously look into it. I envy him!
