Need Recommendation: CHEAP PCI-E video card - Passive, Dual display

Need 2 cheap PCI-E video cards. Best bang for the $$$ but would prefer to keep under $20-30.

Requirements:
CHEAP
Dual Display (VGA/DVI)
Passive cooling
These will be going in old Security Camera DVR systems. (Pentium D CPUs, 2GB RAM, XP or might upgrade to Win7).

Computer uses:
Screen 1: Security DVR cameras
Screen 2: Browser/Word/Excel/RDC

I have been building dvr systems with the radeon 5450/6450 512mb cards with no issues. they are inexpensive enough. I have not used them in dual monitor mode but i could not see why it would not work as they have vga/dvi/hdmi

Geforce 210's are what I would typically use, they have excellent driver support.

they had a 210 for free after rebate on black friday, might do it again tomorrow

probably a 210, 8400GS or 5450

The 6450 woud be the one I would get. Newwer chipset, longer support, and also has the newwest UVD-3.

$29 AR - 6450 2gb ram and passive heatsink.
