Need reccomendations on a cheap but high quality Video out for a MAME machine.

I've just gutted an old Pengo cabinet and I'm going to convert it to a MAME machine. (Pengo was the game where you were a penguin and pushed around Ice Blocks, board was fine but the monitor was shot, guy gave me the cabinet for free.) I have an AMD k6-3 500 and a 10 gig hard drive, and a TV I'm going to use for the monitor. However I need a good TV-out video card that pretty much need only be able to do 2-d fairly well and clarity on a TV screen being the foremost concern. Any hints?

Ati cards supposedly have very good tv-out and are usually cheaper than matrox cards.

What about the ATI RADEON VE, is its TV out good enough for a machine such as this?
