Need Quick Program To Place Black On Screen

I need a small program that will draw black onto the screen, it should just be a window that has nothing else but a black background and is sizable. It also needs to have no title bar, status bar or anything else, just the color black..

I can't seem to do that in visual basic, I can get the black but cant make it movable or sizable, if I want to do either I have to have a title bar.. can anyone either tell me how to get around this in VB or write it up in C++?
