Need quick advise on a Nikon D40x with 70-300 vr lens

The 70-300VR is an amazing lens; Nikon's best telephoto zoom for the money. You could probably dump the D40x body for $300, and sell the lens for a tidy profit.

You can make your own comparisons after you buy it. The nice thing about used gear is you can play around with it before you decide to sell it, and it doesn't really affect the value.

Ditto. Make sure it is the VR lens though, not the older ED or G 70-300mm.

Better? Thats up to the end user and is subjective. The 70-300 VR really is a superb lens though, well worth the cost and is very sharp.

Nikon has a 1.5 crop, Canon has a 1.6 crop, so the 55-250 is the 35mm equivalent of 88-400mm, while the Nikon would give you 105-450mm, an extra 50mm of reach.
