Need Photoshop / Illustrator Help to Enlarge & Smooth Out Edges

Can someone please help me? I am in the process of making a t-shirt for a Halloween Party but can't for the life of me figure out how to enlarge a silhouette without pixelated edges. Can any elite photoshoppers or illustrator users help me out?

This is what I have to work with. I would like it 200%-300% larger (2X-3X) with smooth edges for a curvy look.

when I expanded it in photoshop It seemed to be clear enough, in fact, it brought out a lot of details of the pic I had not seen before.

Inkscape, which is free, has a tool to convert raster graphics to vector. It should handle a relatively simple black-and-white image like that fairly easily. You can then export as an arbitrarily large PNG.

Edit: To prove the point, it took me two minutes to generate an SVG and fairly large PNG version. The halo could use touching up.
