You have the tool you need: MS Paint.
1) Open the image in paint.
2) Give yourself room to type text by either clicking and dragging the bottom right corner or by changing the width/height in the "attributes" section.
3) Use the text tool to type the message in the new white area. You can use any font you want.
4) Use the select tool to select one letter.
5) Move it to where you want it. If you want the letter with a white background make certain the opaque option is selected, if you want no background make certain the transparent option is selected.
6) Repeat #4 and #5 for a few minutes.
7) Resize back to the original size.
8) Save the file.

No no no! Not even for a 4th grade science fair project. MS Paint can not rotate, transform, and anti-alias text. It could be done, but it would take many extra hours to get the same professional results by hand that would take seconds with the right tool.

There is no need for rotation in this case (and thus no need to transform or anti-alias it). If he wanted to do all that, he could simply type in into Word or anything similar and then use paint to overlay them with the method mentioned above. Piece of cake.

No need for a $700+ Photoshop program and no need to ask for outside help. GIMP and other programs do it for free but are a pain in the neck. What he needs is a simple way to start getting things done and I gave it to him. Down the line, he can go to more sophisticated programs.
