Need opinions on videocard

Back in May I built a computer for my parents, they are in their early 60's and this was their first computer. Anyway, I used mostly all new parts Shuttle AK35GT2, XP 1800, 256 Crucial PC2100 ram, 40 GB 7200 Maxtor HD, but I had an old ATI Rage128 Videocard that I put in. My parents have just started using the internet & light word processing. My dad called me yesterday and said that for the past couple days the computer has been messing up after a couple minutes of being on, giving what he calls a "window blinds"effect on his screen. My brother tried fixing it but he couldn't Well since I live in FL and they are in NY im thinking of just getting them a new videocard and letting my brother install it for them. Their system has Win98SE on it. Give me your opinion on these 4 choices from Newegg that im considering getting for them:

Wait a second, didn't Newegg have a $28 after shipping MX400 by Asus? Where'd that go? Looks like they only have the 64MB one that's a lot more dough.

In any case, there's a Transcend R7000 for $33.50 too if you wanna get something cheap. Or an EVGA MX400 for $36, or a Sapphire (one of the best ATi card makers) Radeon 9200 for $51.

If you're buying from Newegg, don't forget your free gift with vid card 🙂
 
I assume since you say "internet and light word processing" that they aren't using some big 22 inch high-quality CRT, so in that case the 2D IQ of the video card shouldn't be a major concern (if it was, I'd recommend staying away from the cheaper nvidia cards). Personally, I'd take the Radeon 7500, because it's cheap and would still have reasonably good 2D IQ. 🙂

BTW, are you sure it's the video card? The effect you see could be caused by something else, such as a virus. I'm assuming the system hard locks when the screen gets messed up?
