My 9800pro is almost dead and I need a new video card, I was thinking to get a x1950pro pci-e, which card is better: Sapphire x1950pro or a ASUS x1950pro? The sapphire card is cheap..but how are they as a company honoring warranties? Or is there another card that is $160 or less and offers better performance?

Of those two, I'd stick with sapphire. ASUS tends to be overpriced for no good reason. And besides, the HSF on the ASUS looks like it will be loud as hell with that teeny weeny fan.
And, sapphire makes quality stuff. Should be a rather large improvement over your 9800.

Enjoy

The 9800 is a four year old card, if you plan on keeping your next card anywhere near that long you might want to consider a DX10 card.

NO!
Look at the BFG 7950GT, probably quieter, and has lifetime warranty for sure.
