I need a new power supply, need new motherboard cpu and ram for amd.
My graphic card is r9 270x.
Budget is total 300 dollar.
 
do You need a case & an operating system too?

Complete build for $300 is going to be hard to do. You are better off looking at refurb Dell machines.
