Need Network expert help plz...

I am running NT4 with SP6a. I had a Intel 10/100 NIC and switched over to a Fiber Optics PCNet based NIC. The problem I am having is that the link light is on as the computer is booting up then dies when it reaches the press clt-alt-del screen. I switched NICs, Cables, Ports on the wall and the hub. I removed all the network settings and tried reinstalling them...but now I get an error message with the TCP/IP protocol. It tells me that some service is running already and something about the workstation name is already identified. I am stumped...anybody got any suggestions I can try? besides format and reinstall...I wanna use that as a last resort. By the way it was working fine with the INTEL NIC...

Is the machine hooked to a switch? I've ssen a similar problem before. The swith (cisco) had to be set to "no autonegotiation". If you're planning on using full duplex you cannot use autoneg. It will default to half duplex. I figure since you're using fiber you probably want to use full duplex. Have you tried running loop-back tests?
