When I run prime95 stress test and my p4 hits the roof. My 92mm Vantec fan slows down a bit. When I stop prime95 it speeds back up. Just enough for me to hear a change in the whine it makes.

Do I need more juice? I have an antec 400w ps. model pp-403x. It says 400w but if you read the fine print it say max combined output = 245W.
 
No. Read carefully, max combined output = 245W probably notes the max combined output of the 5.5V and 3.0V and excludes the 12V. In any event, if you don't have enough power, you should crash, not have your fan slow down. A fan is only like 2-5Watts anyway. I doubt that little makes a difference. Plus, prime95 is not realistic anyway. See if you notice the same results when playing games and doing other applications before you toss a perfectly good PSU.
