I have a laptop that I just upgraded the hard drive in, and the client has several programs on the old hdd that need to be transferred. He does not have the installation disks. How can I migrate the programs from the old disk to the new one. I have the old disk in a USB enclosure. I know I cannot just drag and drop the way I would like to because of all the dlls. So Is there a program or technique I can utilize to transfer the programs so that they work?

Anyhow, you cannot. The only way to do this is mirror the entire old drive to the new and let him keep his original OS install with all his programs.
