Need help with XP Home startup

I'm trying to help a friend out with his PC. He has a dell 8400 w/ xp home ed. and somehow he managed to do something to cause a countdown timer with a option to enter setup when his pc starts now. It is a dos screen, text only, before the windows startup screen come on. If he does not choose to continue to windows, the timer counts down and he is whisked off to a setup screen (also in text).
