Need help with Windows xp startup!

Alright i've tried "you last known working configuration" and "starting normally" from the F8 startup options while booting. What happens though is only my desktop will display and the mouse cursor, nothing will come up, tried waiting. However if i boot into safe it does the same thing as well. However if i boot into safe mode, choose the option to system restore, and i cancel out of the system restore screen. I can get to my desktop(Safe mode, thats how im typing this now) I need to fix this, and also, my computer has been hit by a virus apparently through Firefox, while im in safe mode what are the best programs/utilities to run to ELIMINATE ALL SPYWARE/VIRUSES
 
Fresh OS reinstall every 6mos and a good hardware router FTW...

I've found that my time is better spent starting from scratch than trying to salvage functionality... it's like driving a car with a salvage title, something always ends up feeling "off". Just my $0.02.
