Need help with Windows XP Snap-ins

I'd like to be able to restrict software access (apps, games, etc) to certain users on my home computer (they each have their own long-in names). Windows XP Help tells me snap-ins are my solution, but when I follow its instructions for installing a software snap-in, I'm left hanging.

Here's what I'm doing:

1) Open MMC from Run.
2) Add Group Policy snap-in
3) Navigate Local Computer Config >> Software Settings

Now from here, according to Windows Help, their should be an option Software Installation, but their isn't. What am I missing?

Additionally, I've figured out (using gpedit.msc) how to disable a program by navigating Windows Setting >> Security Settings >> Sotware Restrictions >> Additonal Rules and adding accordingly. This isn't much help though since doing this under my unrestricted account forces it throughout the entire computer.

I've been trying to get this to work for some time but with minimal success. Any help would be greatly appreciated.
