NEED help with win 98 issue with displaying text

My notepad is now basically useless because of this problem. It's also affecting IE and all those install programs that display text in the installation routine. I've tried reinstalling notepad from the windows CD without any improvement. To see what I'm experiencing, check out these 2 pics:

Check your refresh rates on your monitor, lower the resolution to see if it goes away. Some monitors can't handle a higher resoltion without displaying correctly.
Check for viruses on your system.
Is your monitor Identified correctly in system devices.
 
I know that the monitor is working fine, since everything else work fine and notepad just began having this problem recently. I've also checked for viruses using latest update from mcafee just 2 weeks ago w/ none detected. (the problem started ~ a month ago) Also, my monitor is plug and play and identified as such in control panel. Thx for the suggestions though. 🙂 Any other ideas?
