Need help with VCD's

I recently purchased a Dell SC420 and after I hooked it up with the integrated video card and tried playing one of my mother's VCD's, the movie quality was very pixelated. You could see boxes more visibly as compared to her old computer which was a MyFavoritePC P2 450 MHz which also had integrated video. Can the onboard video card cause lower video/image quality?
 
same screen. just the tower was replaced... i'm wondering cause how could my old computer, a PII no less, have a better integrated video card, than a Dell SC420's integrated video?
 
I'm using the 2nd most recent (not the one's released yesterday) Kazaa Lite Codecs. But even then, this is a VCD..... Shouldn't those codecs be supplied with the O/S as a VCD is just like an mpeg file...
