Need help with some video editing??

Ok, my question here is more about how i can edit and digitize some old movies my parents have from when they lived in europe. Is the easiest way just to convert them with a dual format vcr?? Where can i get one of these vcr's?? I've been looking on the net and a lot of people say just to let some professional convert them, and i have called a video shop locally that will do it but for an outrageuos price like $1 per minute and i have a lot of tapes so even if the vcr is a little pricy i would buy one.......any recommendations......i already have the PC and video card to digitize them so my question is more about how to convert the PAL tapes and use them???
