Need Help with Shuttle 10X DVD.

I have an AMD 900 with 256 ram and a 4x video card and sound blaster sound card. I bought a Shuttle 10X DVD. The picture skips from time to time and the sound is not very clear. I know that a decoder will help but I shouldn't need a decoder with a 900mhz system... should I?

any help would be appreciated.
