What is the best way to take video from a digital camera or camcorder and put it on a dvd/cdr so that it will play in a normal dvd player?

Canon s200
parents old vhs camcorder
I cannot for the life of me get my computer to recognize the sony dv camera when I plug it in. So i think that option is a no go.
