Need Help with QOS... or Any Type of Connection Limiting in Win2k3 Server

I have windows 2003 server doing RRAS acting as a router. I want to limit the bandwidth on this thing.... either by IP, layer 7, or port.

Somebody suggested Net Limiter, but I can only get that to limit programs on the server itself.
