Need help with P4S800D-E board.

Hello everyone ! I am having problems with this board and the the P4 CPU which I recently bought online. My problem is that everytime I turn on the PC I get the error message "Error CPU Is Too Hot" through the pc's speaker but the cpu, heatsink and fan are securely installed. I don't get a POST screen either, instead it just gives me this error message. Anyone encounter and know what the problem might be the problem ? Is it a faulty board or cpu ?

Check the temp on the bios - sounds like an overheating problem at first galnce. Is the HSF HOT? Fan running?

The problem is that I can't even get a post screen. The machine does not boot-up at all and all I get is the error message sound coming out of the speakers hooked up to the board. Also the heatsink does not get hot either and the fan is connected and running properly. Of course when I remove the heatsink and check the cpu to see if it is hot or not it is not hot at all. The imprint of the cpu is embedded into the heatsink since it is so securely placed on the the cpu when I put it back on. Curiously enough I do get the same message from the board when I remove the cpu and heatsink and boot the machine as well.
