I thinking of upgrading my motherboard and buying new CPU, memory and a M2. NVMe SSD. Was wondering if the PCIe 3.0 adopter will work with the latest M2 SSD cards to get max output!

A PCIe to M.2 Nvme adapter only routes up to 4 PCIe lanes from your PCIe slot to the M.2 Nvme slot.
What I don't know is if it will just take whatever PCIe generation the PCIe slot provides or if it will signal the PCIe slot to use whatever the adapter is rated for.

I found out the CPU Kaby Lake has move lanes then the Sky Lake for SSDs.

There are multiple chipsets with different amounts of PCIe lanes for both Skylake and Kaby Lake. Also, motherboards don't have to use all the PCIe lanes provided by the chipset. To know how many PCIe lanes a PCIe slot actually provides you have to look in the motherboard specs or manual.
