need help with loading my 600m

I've just done a fresh install of windows xp pro on my 600m, and i'm not sure if this is normal, but the cpu speed is always changing, the speed ranges from 200mhz to 600mhz, how do I manually select a speed, and how do I make it run at 1.3ghz?
And also I've experiencing software conflicit with the intel wlan driver, causing it not to work upon reboot. The problem is not solved by uninstalling the intel wlan utility.
The radeon 9000 video card's powerplay is also not working properly, it thinks i'm plugged in even though i'm on battery and won't change the power settings.

here was my installation order
1. windows xp pro sp1
2. wireless driver
3. windows update patches
4. intel chipset driver
5. video card

What should be the proper order of installation?
 
changing your power settings to Home/Office Desk will make it run at max cpu speed. i'm not sure as to your problem with the intel drivers though.
 
If you didn't change any power settings, your speed shouldn't be changing like that if you have the ac plugged in. Also, for the 1.3 pentium-m, the lowest speed it can change to is 600mhz. What program are you using to read the speeds? Also, did you have a problem with this before the install?
 
the laptop was on battery, with the power setting set to max battery, and I used the windows system panel to check the speed.
