Need help with Lanparty fan settings.

I go into the BIOS PC Health settings. I set the "Fan always on if temp >" to 25 degrees because I want the fan to be always on. Yet even there, in the bios, it will show the CPU temp at 30-35 and the fan will not spin up. The fan will eventually come on and my overclocked load temps are running around 38C (overclocked Opty 165 @ 2500 @ 1.35V) Any ideas?

BTW I have the "Fan always off is temp <" set to the default of <25.
