need help with icons and Win2k

how does one go about changing drive icons, control panel icons, and such in Win2k?
I can change file icons and the icons included under display->properties->effects...

what about all the other many icons?

(and anyone know where to get cool, free windows icons?)

I don't really want to use a program like StarDock's iconpackager - I don;t want to have to run a program to make the changes...I'd rather just change some settings...is this possible?
