I'm converting a paper form into a html page. I have cells that have background colors. The problem I have is when I try to print out the html page, the background colors do not show up. Is this something to do with my printing options? Or is it what to be expected? Is there anyway around this, so that I can print cells that have different background colors?

In IE: Tools>Options>Advanced>Printing>Print Background Colors and Images...

As a side note, you may want to consider creating the form in PDF to ensure that when it is printed, it retains the exact format of the original. PDF forms can include text boxes and the like.

and if you're using netscape (pre-6.0): file -> page setup -> print background

also, if your text is white (or other "light" colour), you may want to check the "black text" options there
