I was also thinking of Bolivar, but if you really want one why not go for Robspierre? I mean if there wasn't strong nationalism with the Jacobins in France, than nationalism doesn't exist.
 
Look up Sir James "the black" Douglas

He was a MAJOR player in Scotlands uprising against england.
 
Robespierre is an excellent suggestion, although I'm not sure he was considered much of a hero.

Wasn't it Louis XIV who said "I AM the state"? I always liked that one.
