Need help with FireWire PCI card

I'm looking to buy this FireWire card but over at Ecost.com, it says that it is not "self-powered".

Does that mean that an external device that relies on power from the port will not function with it?

If yes, why am I having a very tough time finding a card with an internal port that DOES support this?
 
I don't know where you see that, but I used to have a firewire card, and never had to worry about it, it's just like any other PCI card, just plug it in.
