need help with database recommendations

friend of mine is asking for a simple database program that can manage a membership directory. It would contain names, mailing list, address, and emails addresses. cost limit $500.

The person managing the database is not very tech savvy and therefore needs something user friendly.

to be honest, I wouldn't go any further than Excel or Access for this type of database

Get an old copy of MS Office that contains Access. It will also have Excel.
Set it up in Excel and later build a nice Access front end.
