need help with crappy modem connection

I can connect at home with my laptop at home with no problems. But my desktop has all sorts of problems including but not limited to:

Long time to connect
Frequent disconnections
Lousy ping
Major packet loss

Can anyone point me to a good modem troubleshooting guide? Or give me some tips?
