need help with cooling a new built system

Okay, so I'm building a new system, and I just bought an Asus socket 939 sli. Not the deluxe or premium, just the regular one.

Anyway, I read on newegg review that the cooler on it suck? And should be replaced?

what are they talking about? And how do I know what cooler would replace it?

I know Video card has a fan, and a cpu has a fan, but I didn't know a mobo has a fan too.

Also, if you can suggest one, for like around $20-30, much appreciated

They're probably talking about the chipset cooler. These can sometimes be replaced with a passive solution.

True

Zalman do a large passive cooler that you stick onto the northbridge instead of the fan. It's pretty easy to do, but voids your warranty and you need good airflow in the case as well.
