The problem is that I can a high pitched noise coming from my speakers at moderate noise levels. I have adjusted it physical and through Win98SE but then it only disappears at moderate to low levels of sound which I cannot accept as I want more "boom" in my games if ya know what I mean 😉, anyways, really need the help, I've resorted to turning it up all the way in Windows and turning the speakers all down low to eliminate some of the noise but still...

Edit: The noise seems to be staticy in nature, yet I do not have my system pumped all the way and have tried different volume settings, and from what I hear of this setup, I should not listen to "unbearable" extra staticy noise at normal levels of listening let alone boom boom levels.

Try to unplug the speakers from the sound card and listen. If there is still a noise, then this is the coming from the preamp. If there is no noise, then the computer/ sound card is the problem. I recommend lowering the sound card volume and raising the speaker volume.
