need help with a hard drive

I am trying to fix some up some systems for a kids center, I have everything but can't get windows to detect my hard drive. When I try to format before win95 install it won't let me, so I used the second harddrive as a master on my system. Bios finds the hard drive but it is not there in Win98 so I can format it from there. I have done 3 of the 8 that worked that way. 5 of them won't. Is there a reason win98 won't find these drives? All the drives are the same kind and all jumpers set-up the same.

Here's what I am using:

Quantum Maverick Prodrive
Tyan S1598 mboard
K6-III 400
64meg ram
Ciruis vidoe card
all other cards removed

Have you tried formatting from DOS?

got r fixed. I didn't have a active partition set up. du....
