ive got a intel core 2 duo 2.2ghz e4500
asrock 4core dualsata2 motherboard my motherboard
powercolor hd 4670 512 mo pci-e
2 ghz ram pc2 5300
350w psu
and stock cooling

no overclocking at all
just formated windows after installing the new video card
before with geforce 4400ti 128mo everything was running fine (hd video in 720p)
installed video card driver from cd and from ati site and still same problem...
maybe its just a dumb thing but i cant figure it out with my basic knowledge
maybe its the motherboard 4x pci-e slot instead of 16
thanks for your help and just tell me if you need more info

Well I think you either have a bad card - the best thing to do is find another system (a friend's perhaps?) and test the card in it - or your motherboard does not like to play nice with the card.

A 4x PCI-E v1 slot does have half the bandwidth of an AGP 8x slot, so it is very likely the card is bottlenecked by it and is resulting in your laggy gameplay.

did a bios update to 2.16 form PCtreiber using window flashing
looks like everything is wrking now... at least no vpu error and no more spikes ( big graphic triangles forms appearing out of nowhere in a game )

now i think my small lagging in stalker is due to my e4500 2.2ghz or the 4x pcie slot.... but its minimal compared to yesterday

thanks a lot

The E4500 is a good match for the HD4670, but I'm still pretty confident that the 4x slot is bottlenecking the card. Someone correct me, but I'm pretty sure a gen. 1 PCI-E 4x slot has comparable bandwidth to an AGP 4x slot.
