Need help - wininit.exe: missing/unable to load...

Hi, I've tried everything and still cannot find a way to fix this problem. At bootup, I'd get this error:
wininit.exe: missing/unable to load

I tried putting a wininit.exe back into Windows\System but still no use. And the only 2 files I have in windows is WININIT.sav and WININIT.bak. If you can help me out, I'd really appreciate it. Thanks.
