Need Help W/Chip Cooling

Has anyone ever heard of a device called an "Ice Cube"? supposedly it cools the chip to 0 degrees, for O.C.ing this thing would help me immensely so if anyone has any information about one of these "Ice cubes" mail me with any information as to where I can get one.
 
1) Fill an ice tray.
2) Put it in your freezer.
3) Wait 24 hours.
4) Apply resulting hard, cold objects to whatever you want to cool.
