Need help trying to calculate USPS postage to Canada

I've got to send a 2 pound package from Seattle-Tacoma 98407 to Ontario, Canada, L7B1A3 and I'm trying to figure out how to read the postage chart on the
USPS website. Can any of you guys/gals that have shipped things up North, give me a hand figuring this out. I don't want to overcharge/undercharge the person I'm dealing with.

Also, if the package contains anthrax in it, there is a $1.35 surcharge to help out the Postal Services money problems.
